He holds a Bachelors Degree "summa cum laude" from the Lima University and a Masters degree in Intellectual Property, Right of the Competition and Regulation from the Pontifical Catholic University of Peru. He is a recognized expert in Intellectual property by the World Organization of the Intellectual property-OMPI.
He has taken part of Congresses and Courses on intellectual property as an exhibitor and participant in the United States of North America, Mexico, Costa Rica, Cuba, Panama, Jamaica, Venezuela, Colombia, Ecuador, Chile, Uruguay, Paraguay, Bolivia, Brazil, Portugal, Spain, Switzerland, France and Italy.
With a experience of 20 years in Public Management and 23 years of experience in the study and defense of the intellectual property; he has served during 12 years as Chief of the National Office of Copyright of Peru. He took part in the foundation and organization of the National Institute of Defense of the Competition and of the Protection of the Intellectual Property-INDECOPI, being in charge of developing the Legislative Decree 822 - law of Copyright- and coauthor of the Andean Decision 351. He was also a member of the Experts' Committees that were summoned for the Treaties WPPT and WCT of the OMPI and as a Delegate in the Diplomatic Conferences of 1996 and in that of 2000 summoned by the OMPI. President of the Peruvian Institute of Intellectual Property and Competition - IPPIC- VP of the Inter-American Institute of Copyright-IIDA - and Member of Honor of the Latin American Forum o of the Arts-FILAIE. Honorary Primary Professor of the National University of San Agustín; he has been teaching intellectual property, competition rights and consumer rights consumer in the university for 18 years. He is also a Member of the Group of Work on Intellectual Property for the negotiation of the free-trade agreement with the United States representing the Department of Justice. He writes editorials for the "The Commerce" newspaper and he is an author of more than one hundred newspapers and specialized magazines articles.
He has been CEO and General Manager of the National Library Copyright Head Office of Peru and he is now part of the Directory of the National Council of Cinematography – CONACINE-.
He has managed the School of Registration Training of the National Supervision of Public Records; He also works as advisor for the General Management and he is a Member of the Commission of Ethics, Transparence and Anticorruption of the SUNARP. He was a member of the Commission of the Cabinet Presidency who developed the Project of Regulation of the Code of Ethics of the Civil service Law and the Commission that implemented the Management Registration of Interests in the SUNARP. He was appointed “Amicus Curiae“ by the Constitutional Court.
