Honorary member of the Council of State, Minister Of Culture and the Francophony between 1993 and 1995 then Minister of Justice between 1995 and 1997, he was to advise with the President of the Republic from 1997 till 1998. Bachelor of law, alumnus of Faculty of political science Lyon and the national School of administration, he was member of the prefects before presiding (officiating), from 1968 till 1976, within several minister's personal staffs (Overseas, Relations with the Parliament, Agriculture (Farming), Interior, Prime Minister). Deputy of Paris in the National Assembly from 1981 till 1997, Preside of the Law commission (1986-1987), he was also a mayor of the XIIIth district of Paris from 1983 till 2001 and Councillor of Paris from 1983 till 2008. He was Secretary General of the RPR party (Gaullist party) from 1984 to 1988. Member of the European Parliament from 2004 till 2009, he chairs since 2002 the Fund (Collection) Eurimages du Conseil de l'Europe. He is also President of council of Orientation of “La Cité Nationale de l’Histoire de l’Immigration” which opened its doors on October 10th, 2007 and General Secretary from the Fiftieth anniversary of the African Independences to 2010.
